Optimism proposes 30-day path for chains to move upgrade control

30 days is the minimum notice period in an Optimism proposal that would let a chain request control of its upgrades from the Security Council. The Optimism Collective’s November 5 proposal would set a shared process for those transfers, without a separate governance vote for each one.

How would a chain request the transfer?

A Chain Governor would ask the Optimism Foundation to transfer upgrade authority to an address it specifies. The Foundation would confirm the request meets the governor’s commitments, then publish notice on the Governance Forum.

The notice should identify the chain, its Chain ID and relevant layer-1 contract addresses. It would also say that completing the transfer ends the chain’s Standard Rollup status. Existing agreements and limits on when a governor may request a transfer would still apply, according to the proposal.

What role would the Security Council keep?

After the Foundation’s notice, the Council would wait at least 30 days. It would check that the notice was published, the waiting period had passed and the transfer address matched the one provided by the Foundation, then execute the transfer.

The proposal says the Council’s role would be ministerial: it would carry out those checks and the transfer, rather than decide whether to approve the request. CryptoSlate’s report on the proposal also notes that the policy amendment was still pending on November 5.

What would change for users?

Approval alone would not change any chain or execute a transfer. If a transfer happened, the chain would leave the Standard Rollup category, and users and applications would rely on the security model of whoever holds the new upgrade key.

Optimism says governance would no longer have the same practical ability to enforce the Charter’s policies on that chain through upgrade authority. The proposal does not set a date for a specific chain’s transfer.

Watch for the ratification decision and, if approved, the merger of the Charter amendment; a future transfer would need its own public notice and 30-day wait.
